DRAFT MINUTES SUBJECT TO APPROVAL
 


 

Item 1 Call to order- 7:06pm


 

Item 2 Roll Call- Ric Nalette, Loretta Tremblay, John Wardia, Selectmen Mike Renzullo, Speaker from Sacks distributors Tim Hitchcock, Northwest Conservation representative Tony Mitchell. Brian Shaugassey absent has not submitted letter of resignation.


 

Item 3 Agenda review- add to agenda Tony Mitchell under new business item b discussion of upcoming wind energy forum.


 

Item 4 Approval of previous minutes- J.Wardia motion to approve minuets, R.Nalette seconds, motion carries unanimously.


 

Item 5 Continuing business

a.) Community out reach opportunities- R.Nalette reports facebook useability up 9.1%. Same 85 fans, but they are using the page more. Discussion of other ways to reach out- R.Nalette to investigate use of channel 13. Tony Mitchell to send web page information to L.Tremblay. L.Tremblay to update web page. Other options to explore- Movie night, tax bill inserts, sandwich boards, attend other commission meetings, present @ other meetings and at schools, create insert for plant sale 4/29, present at the library, approach local churches and at club meetings i.e. Lions club or Rotary club. Attend various town activities and table.

b.) Energy Profile- Energy audit is in progress, Andy may need help from M.Renzullo to gain permission for access.

c.) Energy fair- Looking at fall foliage festival. R.Nalette to report back.


 

d.) CT Conference of Municipalities Energy review- R.Nalette reports this is plugging along.


 

e.) BEEP- R.Nalette reports that there has been no change, invites have been sent to Bunnell, no response. Some applications have been approved. Funds still available.


 

f.) Blower bids- R.Nalette reports there are still no bids.


 

g.) Sports field lighting- J.Wardia reports that there has been no response thus far, will try again this week.


 

h.) Bio diesel- L.Tremblay invited a speaker from Sacks- Tim Hitchcock

Item 6- Speaker Tim Hitchcock- presentation on bio diesel everyone has handouts, refer for more information. Action from presentation- Tim Hitchcock will find out about other towns possible use of bio diesel and forward this to L.Tremblay who will then forward to the commission members. Tim Hitchcock also volunteered to present information with Seaman's to the board of selectman. M.Renzullo reported information on a pilot program, public works and fire department have agreed to try bio diesel in their vehicles, Tim Hitchcock will report on weather or not Sacks would be interested in helping with providing a free tank for the bio diesel and provide the fuel for the test at or near regular diesel price. L.Tremblay to provide an estimate of what Winchester used for fuel last year. Also reported by Tim Hitchcock Sacks distributes generated electricity and if packaged with bio diesel could save Winchester money. As of now, Sacks provides electricity for the towns of Norfolk, and Canaan and is saving them money. R.Nalette motion to recommend that the town of Winchester go to bid to implement a pilot program involving the limited use of bio diesel at public works and the fire department. J.Wardia seconds, motion carried unanimously. R.Nalette will recommend motion at the next town meeting. M.Renzullo to put R.Nalette on the agenda.


 

Item 7 For you information- Tony Mitchell reports that we should all check out the email on the Freedom ME trip this Saturday 4/17.


 

Item 8 Communications- Nothing to report


 

Item 9 Adjourn- J.Wardia motion to adjourn, L.Tremblay seconds, motion carries. 8:50pm
